Latest date for mailing Annual Billing for Franchise Fees form and applicable fees to the Commissioner to renew league franchise privileges. They must be returned within two weeks of receipt. The absolute latest date for mailing franchise renewal forms and fees is May 1. Failure to comply will result in possible loss of next opportunity to host a tournament and/or a penalty of $50.00 payable to the Dixie Youth Scholarship Fund. Any game played before the postmarked date of these forms and fees shall not be considered official and cannot be counted in minimum game requirements for tournament eligibility even though the penalty amount may be subsequently paid.

Registration of all local Major (11-12) and AAA (9-10) division players and managers with the district state and state director on Official Registration Forms. AA and A division players must be registered with District Director.

Deadline for counting total number of teams per state for purpose of establishing participants in regional playoffs and for determining number of National Board members. Leagues may be accepted after this date, but their teams will not be considered in the two matters mentioned herein.

Suggested deadline for leagues requesting sub-district, district, and state tournaments. Requests to be mailed, with proposal, to the State and District Director. Contact your State Director for requirements.

NO MAJOR OR AAA TOURNAMENT TEAM SHALL PRACTICE OFFCIALLY OR UNOFFICIALLY EARLIER THAN TWO WEEKS BEFORE ITS FIRST SCHEDULED SUB-DISTRICT OR DISTRICT TOURNAMENT GAME.  The earliest date a sanctioned DYB Tournament may be scheduled to begin is JULY 1

 Note---Birth certificates and player affidavits must be inspected for all district teams (regardless of whether or not the district is divided into sub-districts) at least seven (7) days prior to the first tournament game.

State Tournaments qualifying a team for a Dixie Youth World Series cannot be scheduled to begin prior to Monday, July 30, unless agreed upon by the state organization, and approved by National Board Members within the state.

The National Board of Directors has granted the states the right to charge a fee for operating state programs. The states have the right to charge these fees and to penalize any league that does not pay their fees provided that the State Constitution, authorizing such charges, is on file with the Commissioner.

Attention League Officials

It is the duty of league officials to carry out the day-by-day assignments that keep your teams playing under the finest conditions. There are, however, a few matters that come up only periodically that are of equal importance but because they are needed only occasionally you may tend to overlook them. We list these here as a reminder. Be sure your league considers these in the interest of your program.

1. Have you submitted player's names and credentials for possible selection for one of the Scholarship Awards?

2. Have you sent in to the Commissioner the names of graduates who are now in professional baseball or any who have made an outstanding record for themselves in other sports or endeavor?

3. Does your league have a permanent mailing address? This avoids important correspondence from becoming lost because the last known league contact no longer is connected with the league.
